The Development of Clinical Risk Management System: Prevention and Management of Patient Elopement in the Adult Psychiatric Services under the Department of Mental Health in the Fiscal Year 2018-2019

Abstract

The issue of patient elopement in the Adult Psychiatric Service is one of the major risks that affects both the patients and their families as well as society and organization. Consequently, during the 2018-2019 Fiscal Year, the Department of Mental Health developed a clinical risk management system to manage this issue. The Adult Psychiatric Services Section  implemented and utilized organizational knowledge management to develop prevention and management system on patient elopement in the Adult Psychiatric Services and applied the system to 13 psychiatric hospitals. The implementation of the system resulted in the following favorable outcomes: (1) Overall improvement on the issue of patient elopement in the Adult Psychiatric Services as can been seen from the significant drop in the numbers of eloped patients from 89 (0.11%) to 70 (0.09%); (2) all 13 Adult Psychiatric Services sections (100%) were able to deploy a systematic and consistent prevention and management measurements by implementing the newly developed flow charts operation  that covers all care processes;
(3) improvement in the employee’s understanding and viewpoint regarding risk management.
