การพัฒนากระบวนการกำหนดตัวชี้วัดความสำเร็จในการดำเนินงานด้านสุขภาพ ของโรงพยาบาลส่งเสริมสุขภาพตำบล จังหวัดปทุมธานี

การศึกษานี้ มีวัตถุประสงค์เพื่อพัฒนากระบวนการกำหนดตัวชี้วัดความสำเร็จในการดำเนินงานด้านสุขภาพของโรงพยาบาลส่งเสริมสุขภาพตำบลในจังหวัดปทุมธานี โดยใช้กระบวนการมีส่วนร่วมจากภาคส่วนต่าง ๆ ในพื้นที่ เพื่อให้ได้ตัวชี้วัดที่สะท้อนปัญหาและความต้องการของชุมชน เครื่องมือที่ใช้ในการเก็บข้อมูลประกอบด้วย รายงานการสรุปผลการกำหนดตัวชี้วัด การสังเกตการระดมความคิดเห็น และการสัมภาษณ์เชิงลึก กลุ่มตัวอย่างในการศึกษา ได้แก่ เครือข่ายภาคราชการ/การเมือง ภาควิชาการ/วิชาชีพ และภาคประชาสังคม จำนวน 15 คน การวิเคราะห์ข้อมูลใช้การคำนวณจำนวนและร้อยละสำหรับข้อมูลเชิงปริมาณ และการตีความเนื้อหาสำหรับข้อมูลเชิงคุณภาพ ผลการศึกษาพบว่าการมีส่วนร่วมของเครือข่ายภาคส่วนต่าง ๆ โดยใช้กระบวนการสมัชชาสุขภาพในการระดมความคิดเห็นทำให้การกำหนดตัวชี้วัดสะท้อนปัญหาความต้องการของชุมชนและเจ้าหน้าที่สาธารณสุขในพื้นที่ โดยได้ข้อสรุปตัวชี้วัดทั้งหมด 20 ตัวชี้วัด ซึ่งประกอบด้วย 10 ตัวชี้วัดที่ต้องดำเนินการเหมือนกันทุกแห่ง และอีก 10 ตัวชี้วัดที่ขึ้นอยู่กับปัญหาของชุมชน ตัวชี้วัดที่พัฒนาครอบคลุมงานหลายด้าน เช่น การส่งเสริมสุขภาพ การควบคุมโรคติดต่อและโรคไม่ติดต่อ อนามัยสิ่งแวดล้อมและอาชีวอนามัย รวมถึงงานทันตสาธารณสุข เป็นต้น
ข้อเสนอแนะ การกำหนดตัวชี้วัดควรตอบสนองต่อความต้องการของชุมชน โดยการมีส่วนร่วมจากทุกภาคส่วน อาจแบ่งตัวชี้วัดออกเป็น 3 กลุ่ม ได้แก่ 1) ตัวชี้วัดที่สำคัญต่อภาพใหญ่ของประเทศ 2) ตัวชี้วัดที่กำหนดจากนักวิชาการสาธารณสุขในพื้นที่ และ 3) ตัวชี้วัดที่เกิดจากชุมชนร่วมกันสร้างและเป็นเจ้าของ พร้อมทั้งควรมีการติดตามและประเมินผลอย่างต่อเนื่องเพื่อการพัฒนาในระยะยาว
