การพัฒนาและขับเคลื่อนแผนปฏิบัติการด้านการป้องกันควบคุมโรคและภัยสุขภาพของประเทศ สู่ระบบป้องกันควบคุมโรคและภัยสุขภาพที่เข้มแข็ง

การศึกษาเชิงคุณภาพมีวัตถุประสงค์เพื่อ ศึกษา วิเคราะห์กระบวนการทบทวนและพัฒนาแผนปฏิบัติการด้านการป้องกันควบคุมโรคและภัยสุขภาพของประเทศ ระยะ 20 ปี (พ.ศ. 2561-2580) ฉบับปรับปรุง พ.ศ. 2564 และแผนปฏิบัติการฯ ระยะที่ 2 ระยะสร้างความเข้มแข็ง (พ.ศ. 2566-2570) และศึกษา วิเคราะห์กลไกการขับเคลื่อนแผนสู่การปฏิบัติ ปัจจัยความสำเร็จ และปัญหา อุปสรรค รวมทั้งจัดทำข้อเสนอแนะเชิงนโยบายและเชิงปฏิบัติเพื่อพัฒนา และขับเคลื่อนแผนสู่ระบบป้องกันควบคุมโรคและภัยสุขภาพที่เข้มแข็ง ใช้วิธีศึกษาแบบผสมผสาน โดยทบทวนเอกสารจากแหล่งข้อมูลทุติยภูมิและเข้าร่วมประชุมรับฟังข้อมูลจากประชากรกลุ่มตัวอย่างที่เลือกด้วยวิธีเฉพาะเจาะจง ผลการศึกษา พบว่า 1) มีกระบวนการสำคัญ 3 ขั้นตอน คือ เตรียมข้อมูล สื่อสารกรอบแนวคิด วิธีการทบทวนและปรับปรุงแผนให้แก่ผู้เกี่ยวข้อง และจัดกระบวนการทบทวนและปรับปรุงแผน โดยใช้การคาดการณ์อนาคตเชิงยุทธศาสตร์ 2) มีการพัฒนากลไกการขับเคลื่อนแผนสู่การปฏิบัติ คือ กลไกด้านนโยบาย/กฎหมาย ด้านวิชาการ ด้านบริหารจัดการและกลไกการติดตามประเมินผล โดยพบว่าควรพัฒนาการเชื่อมโยงข้อมูลด้านการป้องกันควบคุมโรคและภัยสุขภาพกับเครือข่ายภายในและภายนอกเพิ่มเติม และพบว่ายังขาดการประเมินประสิทธิภาพกลไกในการขับเคลื่อนแผน และ 3) ข้อเสนอแนะ เชิงนโยบาย การจัดทำยุทธศาสตร์โดยเฉพาะด้านการป้องกันควบคุมโรคและภัยสุขภาพ ควรเน้นการใช้เทคโนโลยีเครื่องมือที่วิเคราะห์ข้อมูลจำนวนมากเพื่อใช้ประโยชน์ในการออกแบบระบบบริการป้องกันควบคุมโรคและภัยสุขภาพที่สนองความต้องการของประชาชนและพร้อมรับความท้าทายในอนาคต ข้อเสนอแนะเชิงปฏิบัติ ควรใช้วิธีการแบบผสมผสานภายใต้กระบวนการ PDCA ในการจัดทำกรอบแนวทาง/กระบวนการพัฒนากลไกขับเคลื่อนแผนสู่การปฏิบัติเพื่อให้เกิดความยั่งยืนและควรมีโครงการต้นแบบขับเคลื่อนแผนและนโยบายสู่การปฏิบัติ
