การประเมินผลมาตรการเร่งรัดความครอบคลุมการได้รับวัคซีนพื้นฐานของประเทศไทยซึ่งได้รับผลกระทบจากการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019

วัคซีนเป็นเครื่องมือที่ช่วยสร้างภูมิคุ้มกันเพื่อปกป้องประชากรจากโรคต่างๆ ได้อย่างมีประสิทธิภาพ แต่การระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ส่งผลให้ประชากรกลุ่มเป้าหมายเข้ารับวัคซีนพื้นฐานลดลงทั่วโลกรวมถึงประเทศไทย ซึ่งกระทรวงสาธารณสุขได้ตระหนักถึงปัญหาและมีนโยบายเร่งรัดการให้วัคซีนเพื่อให้ระดับความครอบคลุมการได้รับวัคซีนพื้นฐานของประเทศกลับสู่ภาวะปกติโดยเร็ว การศึกษานี้มีวัตถุประสงค์ เพื่อประเมินความครอบคลุมการได้รับวัคซีนพื้นฐานดังกล่าวของประเทศไทย โดยใช้รูปแบบการศึกษา แบบผสมผสาน ได้แก่ การทบทวนเอกสารที่เกี่ยวข้อง และการวิเคราะห์ผลความครอบคลุมการได้รับวัคซีนพื้นฐานจากฐานข้อมูลสุขภาพของกระทรวงสาธารณสุขด้วยสถิติเชิงพรรณนา ผลการศึกษาพบว่าความครอบคลุมการได้รับวัคซีนพื้นฐานลดลงในช่วงการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 จากร้อยละ 82.9-97.4 (มัธยฐาน ร้อยละ 90.1) เหลือร้อยละ 65.9-94.3 (มัธยฐาน ร้อยละ 75.2) โดยเกิดผลกระทบต่อทุกรายการวัคซีนที่ต้องนัดหมายผู้ปกครองนำบุตรหลานเข้ารับบริการ ยกเว้นวัคซีนที่ให้ในเด็กแรกคลอด และเมื่อกระทรวงสาธารณสุขได้มีนโยบายและมาตรการเร่งรัดเพื่อยกระดับความครอบคลุมในรูปแบบบูรณาการ สามารถยกระดับความครอบคลุมการเข้ารับวัคซีนของประชากรได้เป็นร้อยละ 72.2-90.6 (มัธยฐาน ร้อยละ 83.8) โดยเพิ่มสูงขึ้นจากก่อนดำเนินมาตรการเร่งรัดฯ ที่ร้อยละ 2.8-19.9 (มัธยฐาน ร้อยละ 8.6) อย่างไรก็ตาม เพื่อให้ประเทศไทยสามารถยกระดับความครอบคลุมการได้รับวัคซีนให้ได้ตามเกณฑ์ จึงควรดำเนินมาตรการเพิ่มเติมอย่างต่อเนื่อง โดยการผลักดันเชิงโครงสร้างของระบบสาธารณสุข ใช้มาตรการสื่อสารและขับเคลื่อนทางสังคม ปรับรูปแบบบริหารจัดการและให้บริการวัคซีน รวมทั้งการพัฒนาระบบสารสนเทศและฐานข้อมูลการรับวัคซีน เพื่อยกระดับภูมิคุ้มกันของประเทศไทยให้สูงเพียงพอในระยะยาวต่อไป
