กลยุทธ์การบริหารจัดการควบคุมโรคโควิด 19 ด้วยพลังความร่วมมือ ของทุกภาคส่วน จังหวัดยะลา

ด้วยสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 (โรคโควิด 19) พบการแพร่ระบาดทั่วโลกและต้องมีการดำเนินงานควบคุมโรคให้ทันต่อสถานการณ์โรค จังหวัดยะลาได้ดำเนินการและกำหนดกลยุทธ์การบริหารจัดการควบคุมโรคด้วยพลังความร่วมมือของทุกภาคส่วนเพื่อควบคุมการระบาด จังหวัดยะลาพบการระบาดกลุ่มแรกจากการรวมกลุ่มกิจกรรมทางศาสนาในเดือนมีนาคม 2563 ต่อมากระทรวงสาธารณสุขได้ประกาศภาวะฉุกเฉินทางสาธารณสุขและประกาศให้โรคติดเชื้อไวรัสโคโรนา 2019 เป็นโรคติดต่ออันตราย และเมื่อวันที่ 23 มกราคม 2563 จังหวัดยะลาได้เปิดศูนย์บัญชาการเหตุการณ์ตอบโต้ภาวะฉุกเฉิน ยกระดับการป้องกันโรคติดต่ออันตรายภายใต้การเฝ้าระวังและกำกับติดตาม โดยมีผู้ว่าราชการจังหวัดยะลาเป็นประธาน และนายแพทย์สาธารณสุขจังหวัดยะลาเป็นเลขานุการ วัตถุประสงค์เพื่อการวิเคราะห์กลยุทธ์และมาตรการในการป้องกันและควบคุมโรคโควิด 19 ของจังหวัดยะลา ในช่วงปี 2563-2566 ดำเนินการวิจัยโดยศึกษาจากเอกสาร มีขั้นตอนการเก็บรวบรวมและวิเคราะห์ข้อมูลเชิงเนื้อหา (content analysis) ผลการศึกษาพบว่ากลยุทธ์การดำเนินงานจังหวัดยะลามีการทำงานบูรณาการร่วมกันกับฝ่ายปกครองและสาธารณสุขผ่านศูนย์บัญชาการเหตุการณ์ คณะกรรมการโรคติดต่อจังหวัด มีกลยุทธ์การดำเนินงานทั้งหมด 6 กลยุทธ์ ประชาชนให้ความร่วมมือการควบคุมป้องกันโรค และมีความครอบคลุมการฉีดวัคซีนป้องกันโรคโควิด 19 เข็มที่ 1 ร้อยละ 66.69 มากกว่าจังหวัดปัตตานีและจังหวัดนราธิวาส สำหรับข้อเสนอแนะกลยุทธ์การจัดการที่ควรแก้ไข คือการจัดทำแผนประคองกิจการของหน่วยงาน เพื่อรองรับสถานการณ์โรคและการสื่อสารทำความเข้าใจกับประชาชนให้สอดคล้องกับบริบทพื้นที่เพื่อการควบคุมโรคที่มีประสิทธิภาพต่อไป
