การศึกษาวิเคราะห์กายภาพสิ่งแวดล้อมของสถาบันป้องกันควบคุมโรคเขตเมือง เพื่อการพัฒนาที่ยั่งยืน

การศึกษาวิเคราะห์กายภาพสิ่งแวดล้อมของสถาบันป้องกันควบคุมโรคเขตเมืองครั้งนี้ ได้ดำเนินการศึกษาโดยนักวิชาการของสถาบันฯ และนักวิจัยจากมหาวิทยาลัย สืบเนื่องจากสถาบันฯ มีนโยบายบูรณะอาคารสถาบันโรคผิวหนังที่มีอายุกว่า 80 ปี เพื่อรักษาคุณค่าทางสถาปัตยกรรม งานวิจัยชิ้นนี้จึงมีวัตถุประสงค์ที่จะศึกษาสภาพแวดล้อมและบริบทของพื้นที่ของสถาบันฯ เพื่อนำไปสู่การนำเสนอแนวทางอนุรักษ์เพื่อพัฒนาพื้นที่เป้าหมาย วิธีการดำเนินการวิจัยได้มาจากการเก็บรวบรวมข้อมูลจากเอกสารที่เกี่ยวข้อง การสำรวจพื้นที่โดยวิธีการรังวัด แบบสำรวจ และการประชุมกลุ่ม โดยนำข้อมูลที่ได้มาวิเคราะห์โดยใช้เทคนิคการสื่อความหมายด้วยแผนที่ จากตัวชี้วัด 6 ด้าน ได้แก่ 1) ประสิทธิภาพการใช้อาคาร 2) การใช้ประโยชน์ที่ดิน 3) ระบบการสัญจร 4) การบริหารจัดการน้ำ 5) การกำจัดของเสีย และ 6) ระบบการรักษาความปลอดภัย ผลการวิจัยพบว่า ประสิทธิภาพในการจัดการกายภาพสิ่งแวดล้อม มีค่าเฉลี่ยเท่ากับ 1.66 จากคะแนนเต็ม 5 ซึ่งอยู่ในเกณฑ์ต่ำ โดยปัญหาที่เป็นอุปสรรคในการพัฒนามากที่สุด คือ การบริหารจัดการน้ำ (0.00) ประสิทธิภาพการใช้อาคาร (1.00) การใช้ประโยชน์ที่ดิน (1.00) การกำจัดของเสีย (2.00) ระบบการสัญจร (3.00) และระบบการรักษาความปลอดภัย (3.00) ตามลำดับ ดังนั้นสถาบันฯ จึงจำเป็นต้องมีแนวทางการแก้ไขปัญหากายภาพสิ่งแวดล้อมที่ชัดเจน อันนำไปสู่แผนแม่บทเพื่อการพัฒนาอย่างยั่งยืน
