การจัดบริการอาชีวอนามัยขั้นพื้นฐานสำหรับลูกจ้างต่างด้าวของสถานประกอบการในจังหวัดสมุทรปราการและจังหวัดสมุทรสาคร

การศึกษาเชิงพรรณนาแบบภาคตัดขวางนี้ มีวัตถุประสงค์เพื่อศึกษาสถานการณ์การจัดบริการ อาชีวอนามัยขั้นพื้นฐานสำหรับดูแลสุขภาพลูกจ้างต่างด้าวของสถานประกอบการในจังหวัดสมุทรปราการ และจังหวัดสมุทรสาคร เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามและการสัมภาษณ์ กลุ่มตัวอย่างประกอบด้วย 1) เจ้าหน้าที่ด้านอาชีวอนามัยหรือผู้ที่ดูแลสุขภาพลูกจ้างต่างด้าวของสถานประกอบการ จำนวน 48 แห่ง และ 2) ลูกจ้างต่างด้าว จำนวน 52 คน วิเคราะห์ข้อมูลโดยใช้ความถี่และร้อยละ ผลการศึกษา พบว่า สถานประกอบการส่วนใหญ่มีการจัดบริการอาชีวอนามัย ได้แก่ การตรวจสุขภาพลูกจ้างแรกรับเข้าทำงาน (ร้อยละ 77.1) ตรวจสุขภาพทั่วไป (ร้อยละ 97.9) และตรวจสุขภาพตามปัจจัยเสี่ยงจากการทำงาน (ร้อยละ 93.8) สนับสนุนอุปกรณ์คุ้มครองความปลอดภัยส่วนบุคคลให้กับลูกจ้างทุกแห่ง (ร้อยละ 100) ตรวจวัดสภาพแวดล้อมในการทำงาน เช่น ระดับเสียง (ร้อยละ 91.7) มีสื่อด้านอาชีวอนามัยแบบหลายภาษา (ร้อยละ 81.2) และจ้างล่าม (ร้อยละ 66.7) แต่มีการแต่งตั้งผู้แทน/อาสาสมัครลูกจ้างต่างด้าวด้านอาชีวอนามัยค่อนข้างน้อย (ร้อยละ 20.8) ลูกจ้างต่างด้าวส่วนใหญ่รับรู้นโยบายด้านอาชีวอนามัย (ร้อยละ 94.2) และได้รับบริการด้านอาชีวอนามัยของสถานประกอบการ เช่น การอบรมหัวข้อทางด้านความปลอดภัย (ร้อยละ 96.2) การตรวจสุขภาพตามปัจจัยเสี่ยงจากการทำงาน (ร้อยละ 92.3) ดังนั้นสถานประกอบการส่วนใหญ่มีการจัดบริการด้านอาชีวอนามัยตามกฎหมาย แต่กิจกรรมที่จำเพาะกับลูกจ้างต่างด้าวยังมีข้อจำกัด โดยข้อเสนอแนะดังนี้ 1) เพิ่มการฝึกอบรมเรื่องการป้องกันโรคจากการทำงาน โรคติดต่อและไม่ติดต่อ 2) แต่งตั้งผู้แทน/อาสาสมัครลูกจ้างต่างด้าวด้านอาชีวอนามัย 3) เพิ่มการตรวจสุขภาพก่อนกลับเข้าทำงานหลังการเจ็บป่วย และ 4) จัดหาล่ามเพื่อลดอุปสรรคด้านการสื่อสาร
