การประเมินมาตรฐานการจัดบริการอาชีวอนามัยให้กับแรงงานในชุมชนของหน่วยบริการสุขภาพปฐมภูมิ พื้นที่สำนักงานป้องกันควบคุมโรคที่ 10 จังหวัดอุบลราชธานี

การศึกษานี้มีวัตถุประสงค์เพื่อประเมินการดำเนินงานตามมาตรฐานการจัดบริการอาชีวอนามัยให้กับแรงงานในชุมชน และวิเคราะห์ปัจจัยความสำเร็จ ปัญหาและอุปสรรคในการดำเนินงานของหน่วยบริการสุขภาพปฐมภูมิ การสำรวจเชิงพรรณนา โดยใช้แบบประเมินตามมาตรฐานการจัดบริการอาชีวอนามัยให้กับแรงงานในชุมชนของหน่วยบริการสุขภาพปฐมภูมิในพื้นที่สำนักงานป้องกันควบคุมโรคที่ 10 จำนวน 553 แห่ง และแนวทางสัมภาษณ์เพื่อประเมินเชิงคุณภาพในหน่วยบริการสุขภาพปฐมภูมิจำนวน 12 แห่ง วิเคราะห์และแปลผลข้อมูลด้วยสถิติเชิงพรรณนา และการวิเคราะห์เชิงเนื้อหา ผลการศึกษาพบว่า (1) หน่วยบริการสุขภาพมีการจัดบริการอาชีวอนามัย ร้อยละ 93.3 โดยประเมินตนเองผ่านเกณฑ์ระดับเริ่มต้น ร้อยละ 41.6 ระดับดี ร้อยละ 23.1 และดีมาก ร้อยละ 22.2 ตามลำดับ รายกิจกรรมได้จัดทำข้อมูลกลุ่มอาชีพ มากที่สุด ร้อยละ 89.9 รองลงมาคือ ให้สุขศึกษา ร้อยละ 87.3 วินิจฉัยโรคจากการทำงานเบื้องต้น ร้อยละ 86.3 คัดกรองสุขภาพตามความเสี่ยงจากงาน ร้อยละ 75.4 บันทึกและรายงานโรค ร้อยละ 75.2 ตามลำดับ (2) ปัจจัยความสำเร็จ ได้แก่ การสนับสนุนภายในองค์กร เช่น การสนับสนุบสนุนของผู้บริหาร มีผู้รับผิดชอบงาน และมีแผนงานโครงการ ปัจจัยภายนอกองค์กร เช่น การกำกับติดตาม ระบบรายงานออนไลน์ และเครือข่ายในพื้นที่ (3) ด้านปัญหา/อุปสรรค ได้แก่ การดำเนินงานตามมาตรฐานฯ ที่ไม่ถูกต้องไม่ครบถ้วน ข้อจำกัดด้านบุคลากร งบประมาณและสิ่งสนับสนุน ดังนั้นหน่วยบริการสุขภาพปฐมภูมิควรบูรณาการทำงานร่วมกับงานประจำและเครือข่ายในพื้นที่ สำนักงานสาธารณสุขจังหวัด สำนักงานป้องกันควบคุมโรคต้องสนับสนุนการยกระดับคุณภาพการจัดบริการอาชีวอนามัย และพัฒนาศักยภาพบุคลากรอย่างต่อเนื่อง
