Acquisition of data includedparticipant observation, in-depth interviews, and focusgroup discussion. A total of 50 informants included17 adolescents and 33 immediate community memberswho were knowledgeable about adolescentsû alcoholconsumption patterns. Those participated communitymembers categorized into 4 groups: parents and familymembers, school teachers, community leaders, andpublic health officers. The study was conductedin Khon Kaen City from July 2007 to February 2009.Content analysis was employed as a method for dataanalysis.The study found that preventive measuresfor alcohol consumption among adolescentsare illustrated as the three synchronized systems.The warning system is defined through lessons learntfrom experiences, observations in actual events relatedto alcohol consumption, and community forumsto uncover the context of how adolescents started theirdrinking behavior. This warning system classifiesthe target population into at least three groups: therisk group, the drinking group, and the alcoholic group.The second system is the surveillance system foralcohol consumption comprises of processes at differentlevels according to people and organization involved:individual, family, neighborhood, school, community,sub-district administrative organization, to thecommunity-health service-unit. Each organization hasits own roles and functions in the surveillance system.The third system is the preventive system to reduceimpacts of adolescentsû alcohol consumption.This system needs active participation from the community members to share their views and toillustrate effective solutions for adolescents in theirown community. Strategies should be developed ascommunity rules and employed by the involving partiesusing their own community capital and resources.The community leaders, as regulators, should workcollaboratively with volunteers and youth whileemploying all the three synchronized systems.
