บทคัดย่อ

          กลุ่มโรคจิตเวชตามเกณฑ์วินิจฉัย International Statistical Classification of Diseases and Related Health Problems (ICD-10) นั้นหมายรวมถึงทั้งโรคจิตเวชและความผิดปกติของพฤติกรรมใช้สุราสารเสพติดซึ่งเป็นปัญหาสุขภาพหนึ่งที่สำคัญ พบได้ในคนทุกภูมิภาค ทุกประเทศ และทุกสังคม ส่วนใหญ่เป็นโรคเรื้อรังที่มักเริ่มพบตั้งแต่อายุยังน้อย และก่อให้เกิดความบกพร่องทางสุขภาพสูงทำให้สูญเสียความสามารถในการทำงาน และสัมพันธ์กับการเสียชีวิตก่อนวัยอันควร ความเจ็บป่วยดังกล่าวส่งผลเสียอย่างมหาศาลต่อระบบสุขภาพ สังคมและเศรษฐกิจของประเทศ ทั้งนี้เพราะผลกระทบมิได้จำกัดเฉพาะตัวผู้ป่วยเท่านั้นแต่ยังรวมไปถึงญาติ ผู้ดูแล และบุคคลอื่นในสังคมอีกด้วย1 ที่สำคัญผู้ป่วยกลุ่มนี้จำนวนมากไม่ได้รับการดูแลช่วยเหลือ ทั้งที่ในปัจจุบันนี้มีวิธีการป้องกัน ดูแลรักษา ฟื้นฟูโรคจิตเวชและความผิดปกติของพฤติกรรมใช้สุราและสารเสพติดที่มีประสิทธิผล ทำให้เกิดช่องว่างการเข้าถึงบริการสูงมาก สะท้อนถึงการจัดลำดับความสำคัญในการจัดบริการสุขภาพ
