การจัดการภาวะฉุกเฉินโดยชุมชนกรณีการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019: สถานการณ์การจัดการในบริบท สังคม วัฒนธรรมภาคกลาง ของประเทศไทย

บทคัดย่อ
การศึกษาวิจัยเชิงชาติพันธุ์วรรณนาแบบเจาะจง (Focused ethnography) ครั้งนี้เพื่อศึกษาสถานการณ์การจัดการภาวะฉุกเฉินโดยชุมชนกรณีการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ตามบริบททางสังคมและวัฒนธรรมของพื้นที่ เก็บข้อมูลจากผู้ให้ข้อมูล จำนวน 140 คน แบ่งเป็น 2 กลุ่ม ประกอบด้วย 1) ผู้ให้ข้อมูลหลัก จำนวน 132 คน 2) ผู้ให้ข้อมูลทั่วไป จำนวน 8 คน รวบรวมข้อมูลโดยการสังเกตแบบมีส่วนร่วม การสัมภาษณ์เชิงลึก การสนทนากลุ่ม การบันทึกภาคสนาม และการศึกษาเอกสาร ความน่าเชื่อถือของข้อมูลโดยตรวจสอบแบบสามเส้า วิเคราะห์ข้อมูลโดยวิเคราะห์เชิงเนื้อหา
ผลการศึกษาสะท้อนให้เห็นถึงการให้ความหมายของการจัดการภาวะฉุกเฉินกรณีการระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 โดยชุมชนเป็น 6 ลักษณะ คือ การรวมตัวกันตั้งทีม การร่วมวิเคราะห์ความเสี่ยงและการติดตามข้อมูลของการจัดการ การตั้งรับ ออกแบบกำหนดงานและกิจกรรมเพื่อรับมือ การเตรียมกำลังคนให้พร้อมทำงานได้ ปฏิบัติการของทีมและการแก้ปัญหารายกรณี สถานการณ์การจัดการตามสังคมวัฒนธรรมสรุปได้เป็น 6 แนวทาง ประกอบด้วย 1) สถานการณ์การระบาดในพื้นที่ 2) หน่วยงานองค์กรที่ร่วมจัดการ 3) การทำงาน การแก้ปัญหาการจัดการ 4) การปฏิบัติการตอบสนอง ปฏิกิริยาของประชาชน 5) การประเมิน การจัดการในอนาคต 6) การวางแผนการแก้ไขปัญหา
