Community Emergency Management A Case Study of the Coronavirus Disease 2019 pandemic: Situations of Management in the Socio-Cultural Context of the Central Region of Thailand

This focused ethnography study aimed to study the situation of community emergency management in a case study of the coronavirus disease 2019 pandemic according to the social and cultural context of the area, where data were collected from two groups of informants namely 1) 132 key informants consisting of representatives from local government organizations, local organization, health service officer, and public sector 2) 8 general informants consisting of representatives from district health offices, educational institutes, district offices. The data were collected by participant observations, in-depth interviews, group discussions, and document study. The verify accuracy of the data by using a triangulation validation method and subsequently analyzed by content analysis.
The results of the study were summarized in two parts: Part 1 studied the socio-cultural context and beliefs of the area as follows: 1) the situation of the spread of the Coronavirus Disease 2019 in the area, 2) the situation of infection in the area, 3) the characteristics of the context area, and 4. ) operational culture in the area, including (1) fundraising, mobilization (2) volunteer work (3) network management system creating learning participation creating ownership and (4) management that focuses on maximizing the benefits of the people. Part 2: Community emergency management in a case study of the Coronavirus Disease 2019 pandemic, there were 6 types of management, consisting of 1) management and activities according to the epidemic cycle, 2) co-management organizational units, 3) work management solutions, 4) people reaction response operations, 5) future management assessment, and 6) problem-solving planning.
