บทคัดย่อ
บทนำ : การลงทุนในทรัพยากรมนุษย์สำหรับผลิตบัณฑิตหลักสูตรการแพทย์แผนไทยเป็นเรื่องที่ต้องนำมาพิจารณาและเป็นประโยชน์ในการวางแผนการจัดสรรงบประมาณให้คุ้มค่าคุ้มทุน
วัตถุประสงค์การวิจัย : เพื่อศึกษาต้นทุนต่อหน่วยการผลิตนักศึกษา หลักสูตรการแพทย์แผนไทยบัณฑิต ของวิทยาลัยในสังกัด คณะสาธารณสุขศาสตร์และ สหเวชศาสตร์ สถาบันพระบรมราชชนก
วิธีการวิจัย : การศึกษาแบบย้อนหลัง ศึกษาข้อมูลปีงบประมาณ 2562 ข้อมูลบางส่วนเก็บรวบรวมข้อมูลไปข้างหน้า ในมุมมองของผู้ผลิตนักศึกษา จัดสรรการกระจายต้นทุนโดยใช้วิธีลำดับขั้น ประกอบด้วย หลักสูตรที่ผลิตระยะเวลา 4 ปี จำนวน 462 คน และร่วมผลิตระยะเวลา 2 ปี จำนวน 203 คน ใช้แบบบันทึกข้อมูลจากแหล่งข้อมูลทุติยภูมิ รวบรวมค่าใช้จ่ายเงินงบประมาณและเงินนอกงบประมาณ ประกอบด้วย ต้นทุนค่าแรง ต้นทุนค่าวัสดุ และต้นทุนค่าลงทุน
ผลการวิจัย : ต้นทุนรวมเฉลี่ยในการผลิตนักศึกษาหลักสูตรการแพทย์แผนไทยบัณฑิต และหลักสูตรการแพทย์แผนไทยประยุกต์บัณฑิต ตามระยะเวลาการผลิตระยะเวลา 4 ปี และร่วมผลิตระยะเวลา 2 ปีไม่แตกต่างกัน มีค่า 16,936,063.94 บาทต่อปี มีร้อยละของค่าแรง ค่าวัสดุและ ค่าครุภัณฑ์ เท่ากับ 66.88, 18.38 และ 14.74 ต้นทุนทางตรง 9,557,773.26 บาท และต้นทุนทางอ้อม 7,378,290.68 บาท ต้นทุนเฉลี่ยต่อหน่วยภาระงานจากจำนวนนักศึกษาเต็มเวลา (FTES) มีค่าเท่ากับ FTES มีค่าเฉลี่ย 152,746.78 บาทต่อ FTES มีต้นทุนต่อหน่วยเฉลี่ย 137,327.04 บาทต่อคน การร่วมผลิตระยะเวลา 2 ปี
มีต้นทุนต่อหน่วยสูงกว่าผลิตระยะเวลา 4 ปี
สรุปผล : การศึกษาต้นทุนไม่ได้สะท้อนถึงทรัพยากรในการผลิตที่แท้จริง เป็นเพียงข้อมูลเบื้องต้นในการตัดสินใจของการบริหารจัดการทรัพยากรให้มีประสิทธิภาพ ในการจะเปิดหลักสูตรการแพทย์แผนไทยบัณฑิตในอนาคต
